As part of a design/build team with Hensel Phelps, JAIR LYNCH provided full design and construction management for a state-of-the-art mixed-use facility on behalf of the DC Department of Human Services. The Youth Services Center houses a pre-trial detention center, police processing center and community service center housed in a dynamic, modern building designed by HOK Architects. It was completed in 2004.
