As part of a joint venture with Tompkins Builders, JAIR LYNCH Development Partners delivered a landmark project on behalf of the DC Office of the Chief Technology Officer. The facility centralizes communication for DC's emergency, non-emergency, and District-wide call center by integrating DC's Emergency Management Agency (EMA), the Office of Unified Communications (OUC), and the OCTO Network Operations Center (NOC), as well as the U.S. Department of Homeland Security. When it was completed in 2006, the Unified Communications Center created a significant employment center in a burgeoning commercial corridor of Southeast Washington.
