JAIR LYNCH served as Master Planner for this second effort under the District of Columbia’s New Communities Initiative. Working with Stull and Lee architects, Bay Area Economics, PGN Architects and Gorove/Slade transportation planners, JAIR LYNCH coordinated extensive analysis of the neighborhood’s needs, resources and potential. This analysis helped to inform a citizen planning process that spanned several months and included public meetings, focus groups and a human capital survey conducted by Howard University’s Center for Urban Progress. Building on market analysis and community input, JAIR LYNCH prepared the development budget and financing plan while working closely with the DC Office of Planning, the DC Housing Authority and the Office of the Deputy Mayor for Planning and Economic Development. Proposed financing included private funds and significant public subsidy. The final document became the basis for a small area plan to guide the re-development of two public housing communities and a new neighborhood center.
